I use the default system colors and ui, and don't have any programs installed that make changes to the UI. I use a screen capture to record my bronze mistakes, OBS Studio.
I play plenty of games in fullscreen, especially league of legends. Driver is current at 390.65 (released 1/8/18)
Including my current video card, an Nvidia 1080. Problem has been happening for as long as I can remember on windows 10 This monitor is scaled to 150%, 2560x1440 but the left and right monitors are scaled to 125% 1920 x 1200. I use three monitors, with the central one, monitor 2, set to be the main. I just reinstalled windows (now on version 1709, build 16299.192, all updates) and this did not solve the problem. The problem shows up over time, typically within hours, and clears on a reboot or on quitting and relaunching the program. You can see there it's happening to, logitech's gaming software, and Creative's panel. Over time, icons in the taskbar of windows 10 become blurry, becoming worse over time:
